For purposes of judicial review, Refugee Board decision must be interpreted as whole -- Semantic autopsy on particular statements possible, but decision must be analyzed in context of evidence itself to decide if conclusions reasonable or patently unreasonable -- Artful pleaders finding numerous errors in administrative tribunals' decisions, but Supreme Court of Canada stating in criminal appeal where grounds for appeal errors in charge to jury, in absence of miscarriage of justice, appeal could not succeed -- Always possibility of conflict on evidence and of opposite decision from differently constituted Board -- Balancing evidence against decision, Board's decision consistent with evidence.
