Application by Canadian Human Rights Commission for leave to intervene in application for judicial review commenced by Canadian Broadcasting Corporation-CBC seeking order of certiorari quashing CHRC decision requesting President of Canadian Human Rights Tribunal Panel to appoint Canadian Human Rights Tribunal to inquire into complaint brought by respondent against CBC-Commission may intervene to argue points of law when purpose thereof either to explain record or to defend jurisdiction-Commission's desire to be heard regarding number of sections of Canadian Human Rights Act for no reasons other than defending decision-To obtain leave to intervene, Commission must satisfy Court purpose not to defend decision attacked-Purpose must be that which will not impeach impartiality-CHRC allowed to intervene only to defend jurisdiction by arguing jurisdiction ousted neither by presence in collective agreement of anti-discrimination provision nor by jurisdiction of arbitrator named thereunder-Canadian Human Rights Act, R.S.C., 1985, c. H-6.
